State aid may occur everywhere where the State provides subsidies or other benefits having an economic value to companies. The state aid rules are important for the public authorities that are to ensure that their practices comply with the rules but also for the companies receiving state aid.
The consequence of illegal state aid may be that the money must be repaid to the treasury - and then it will neither benefit the company nor the public authority.
