Horten Partner and legal expert on gaming and gambling Jesper Madsen has contributed with the chapter on Denmark for the publication The Gambling Law Review - 7th Edition.

In the publication Jesper Madsen tells that the Danish gambling legislation is based on a licence regime.

"Where an activity falls within the definition of gambling, and it requires participants to pay a stake to participate, it may only be offered with a Danish gambling licence. Activities that fall within the definition of gambling, but where participation is free, may be offered without a gambling licence. Such activities do, however, remain subject to the marketing provisions of the Danish gambling legislation and the rules on payment of gambling duty".
