Rikke Søgaard Berth is specialised in the special affairs applying to public authorities, publicly owned companies and other organisations in the interface between the public and the private sector. She has in-depth experience advising on the organisation of public assignments, e.g., in the framework of foundations, associations, inter-municipal enterprises (§ 60-fællesskaber) and public limited companies. In addition, Rikke advises on the cooperation with private parties, e.g., in PPC.

Rikke often carries out legal investigations uncovering facts and legal assessments thereof. Rikke was also member of the Danish Bar and Law Society's reference group for legal investigations.

In addition, Rikke has wide experience advising on municipal aid and sponsorships for sports and culture and has prepared the contractual framework in connection with the establishment of the Tinderbox Festival in Odense. She has also advised on the legal framework of the Danish consortium responsible for the Grand Départ of the Tour de France in Denmark in 2022 and on the legal framework of UEFA2020 held in Copenhagen in the summer of 2021. In these cases, the relevant questions typically concern authority and the organisation of the projects.

As regards emergency services, Rikke has advised on the establishment, withdrawal from and dissolution of inter-municipal enterprises (§ 60-fællesskaber), and, within the supply area, she has established HOFOR and BIOFOS owned by eight and 15 municipalities, respectively. In addition, Rikke advises on the organisation of urban development projects. In these cases, Rikke’s advice has especially concerned management conditions.

Finally, Rikke advises on the rules of administrative law, questions concerning authority, the local government mandate, governance and other issues relating to public law. Rikke has wide experience conducting cases before municipal supervisors (the Social Appeals Board and the Ministry for the Interior and Health).

Rikke has been a member of the government’s external expert committee on the Harbour Act, the committee on expropriation under the Planning Act and the working group concerning fair and equal competition between public and private enterprises. In addition, Rikke is a member of the board of directors of the Danish Society for Municipal and Administrative Law.

Rikke draws on her experience from working within a politically managed organisation (the Ministry of Justice), and she holds a BA in political science. Rikke has lectured at the University of Copenhagen since 2003 where she is now an external examiner. In the summer of 2021, the second edition of the book "Kommunale aktieselskaber" (Municipal public limited companies) was published, which Rikke has authored.
