Our history

Horten has grown out of a public law world and is the leading legal adviser to the Danish public sector today - a position we develop every day. Our public law expertise is of significant value to many of our business clients, both Danish and foreign. Through the past 60 years, we have thus expanded our market position within the private market to cover far more than half of our business.

In times where the business world is increasingly regulated, the business community needs a legal adviser with in-depth insight into public regulation - both nationally and across borders. This is a fundamental precondition for the ability to navigate safely through the markets; a precondition which Horten is better capable of handling than others.

Another precondition is our international scope and understanding. Since 2000, Horten has achieved an international position by cooperating with a range of international law firms and participating in worldwide international networks. We know our cooperation partners well, but are free to act independently. In this way, we are able to ensure the best possible advice to our clients. 

We have come a long way since 1953 when our company was founded. Our 235 employees (207 FTE), including 123 attorneys and 45 other fee earners represent one of the most solid full-service law firms in Denmark.

Horten is specialised within sectors characterised by strict regulation or where technological development and innovative approaches are fundamental - such as energy and supply, Life Science and Healthcare, IT, technology and media as well as the public sector. We use our special expertise within regulated areas proactively to solve complex problems and think innovatively, be it new energy forms, advanced technology or cooperation between public and private parties.

We have many years' experience advising on the conflicting interests of the public and private sector, e.g. on complex PPP projects, conversion of public companies in the utilities sector or the development of entirely new technological markets in the gaming industry. Here, we use our regulatory knowledge to the benefit of our clients. By combining advanced legal skills, a strategic approach and political understanding, we advise on entities and see new possibilities.

We lead the way together with our clients as we are not afraid to ask questions and propose challenges. We focus our efforts on expanding and developing our services within sectors where regulation affects our clients' activities.

Our method 

Clear strategies on complex law

The combination of professional skills and distinct business understanding makes Horten a strong and value-generating adviser - which you will quickly notice as our client. We have many years' experience in the field between law and strategy, between politics and practice. At Horten, we provide advice by combining legal expertise with a strategic approach and commercial understanding to be able to identify the best options for our clients. We put things into perspective, advising with a holistic approach.

Horten's office building is located in Hellerup, Copenhagen. Our offices are situated in a modern and inspiring building designed to make room for the future challenges of an ambitious law firm with a layout that supports new forms of cooperation.

The offices make room for tranquillity and concentration, while the common areas of the building are designed to house spontaneous meetings. The offices are placed around large open spaces instead of a corridor system, and the common areas are inspired by Italian market places where people are naturally brought together to discuss. The objective is to create the best setting for the sharing of knowledge and cooperation.

Low energy usage

Sustainability is central to Horten's office building. The energy consumption is 10 per cent lower than the current statutory requirements (at the time of erection of the building in 2009). For example, the special architecture of the building contributes to reducing the energy used on cooling. All windows face north, thereby avoiding direct sunlight in the offices and reducing the need for cooling. The north-facing windows also contribute to improving the working light quality as the light flowing into the offices is pleasant daylight and not strong sunlight.

Investments in energy-efficient solutions

Horten has also reduced energy usage via a range of sustainable investments:

  • Ventilation, heating and cooling are sectioned and adjusted via motion sensors.
  • Intelligent light control, also via sensors, turning on/off the electric light depending on activity in an office, meeting room or area.
  • The cleaning staff only cleans offices which have been used since the last cleaning. Motion sensors monitor activity, and every night a computer programme tells the cleaning staff where to clean.
  • The load on virtual servers is distributed to ensure that servers automatically shut down when capacity is available on the other servers. The result is reduced energy usage, less heat discharge and increased operating efficiency.
  • Physical telephones have been replaced by IP telephony.
  • The wireless network shuts down automatically if there are no IT users on the whole or part of a floor.
  • All workstations have AutoPowerOff plug banks.
  • LEDs have been installed throughout, where possible.
